This means you are windows component that Model Builder uses is either missing or not functioning. It can happen when you install or uninstall some other program that incorrectly registers the component.
To fix the problem, try running the Model Builder update with Administrative privileges. http://www.modeltrainsoftware.com/modelbuilder.html
To get Administrative privilege, Save the update file to your computer, click your right mouse button on the update file, then you will see a pop-up menu. Choose "Run As Administrator" from the menu by clicking with your left mouse button. Accept any pop-up questions.
this update will try and re-install and register the missing component. You may need to restart after you install.
If that doesn't work. Here is a more generic way of fixing the problem is described on Microsoft support community,
a. Click on Start; in the start search type cmd.
b. Right click on cmd.exe and choose to “Run as administrator”.
c. Type the following command and hit Enter after each one:
regsvr32 /u Comdlg32.ocx
regsvr32 /i Comdlg32.ocx
d. Close the command prompt and then try to run the program. - You have had the program for years and upgrade your windows operating system to Windows 10 and now the program is not starting.
First thing to try: use your right mouse button on Model Builder's desktop Icon, then you will see a pop-up menu.
Choose "Run As Administrator" from the menu by clicking with your left mouse button.
Accept any pop-up questions.
If this makes Model Builder work properly then follow these instructions to adjust Model Builder to automatically start correctly.
a. Right mouse click on Model Builder's Desktop Icon, you will get a pop-up menu
b. Choose "Open file location", this will open a folder with the File Model Builder selected
c. Right mouse click on the Model Builder file you will get a pop-up menu, choose "Properties"
d. On the resulting pop-up Window choose the "Compatibility" Tab
e. select the check box titled "Run this program as an administrator"
f. Select "OK"
